Cala Homes made a great play of their consultation, but nothing was changed a result of it, so it was not a genuine consultation. Compare the following documents for yourself:

Summary:

The expectation of the National Planning Policy Framework (NPPF) is not that the community would be consulted and then ignored, but that applicants will work with the community and evolve the design accordingly, i.e.:

The NPPF expects applicants "to work closely with those directly affected by their proposals to evolve designs that take account of the views of the community. Proposals that can demonstrate this in developing the design of the new development should be looked on more favourably." (paragraph 66, NPPF, 2012).  The applicant has failed to do this.
